Video doesn't play on OSX

Issue description

Chrome Version       : 54.0.2840.71 (64-bit) 
OSX Version          : 10.10.5
URLs (if applicable) : https://s3.amazonaws.com/echofresh/Z8H1d8uPSjCL1QqUhU4b_peace-dance_nobranding.mp4
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK
    Firefox: OK
         IE: 

What steps will reproduce the problem?
(1) Play the video
(2) See that it doesn't work
(3)

What is the expected result?
It's expected that the video will play

What happens instead?
It doesn't play

Please provide any additional information below. Attach a screenshot if
possible.

Works on Windows, only fails on OSX

Could you please upgrade to the latest stable(55.0.2883.75) and confirm if the issue is still seen there.

Able to reproduce this issue on mac 10.11.6 with chrome version M54-54.0.2840.71 & M55-55.0.2883.75
But unable to reproduce this issue on latest dev 56.0.2924.18 and canary 57.0.2944.0

Note: This issue not observed in Windows and linux

After executing the per-revision-bisect script in reverse, i got the following CL's between good and bad build versions

Status: WontFix (was: Assigned)
Hardware decoding of interlaced video has never been supported in Chrome.

Due to the patch mentioned in #2, we do now support falling back to software decode for unsupported streams, and this should be supported on all platforms. So the good news is that the level of support for interlaced streams has gone from "unsupported" to "performance not guaranteed".
