Hotkeys to launch apps not pinned to taskbar

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 8743.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.79 Safari/537.36 Platform: 8743.76.0 (Official Build) stable-channel veyron_minnie Steps to reproduce the problem: It would be very helpful to be able to set hotkeys (something like CTRL+ALT+M for Maps, etc...) for apps that are not pinned to the taskbar. I am aware that you can press CTRL and a number for pinned apps but this enhancement is for hotkeys for apps that are not pinned. What is the expected behavior? NA What went wrong?
