Hotkeys to launch apps not pinned to taskbar

Steps to reproduce the problem:
It would be very helpful to be able to set hotkeys (something like CTRL+ALT+M for Maps, etc...) for apps that are not pinned to the taskbar. I am aware that you can press CTRL and a number for pinned apps but this enhancement is for hotkeys for apps that are not pinned.

What is the expected behavior?

Doesn't seem likely that we'd do this. Keyboard shortcuts are problematic due to potential conflicts.

Adding the bookmarks label though in case this is something the bookmarks team might be interested in.
