Regression: Chopped scrollbar is seen on chrome://settings page after enabling 'Overlay Scrollbars' flag.

Issue descriptionChrome Version:56.0.2913.0 (Official Build) 75d01e1f338c8a452f7d9aa80c2bfa463c0ce4f0-refs/heads/master@{#430459} OS:Windows (7,8,10) Pre- condition:Enable 'Overlay Scrollbars' flag. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://settings/content 2. Click on 'Manage exceptions' button of cookies such that dialog-box gets open and the hover mouse over dialog-box. 3. Observe the scrollbar. Actual: Chopped scrollbar is seen. Expected: Scrollbar should not be chopped. This is regression issue, broken in 'M 56' and below is manual bisect info: Good build:56.0.2895.0 Bad build:56.0.2897.0 Note: Issue is not seen on Linux and Mac OS.

Does the issue repro on ChromeOS?

I can't repro on ChromeOS. I'm also guessing this was on a loDPI machine since the scrollbar didn't fade out in the background dialog. Could you try the repro again? There's been some fixes landed since that I suspect may have fixed this.
