Regression: <select> is misaligned in device mode.

Issue description

Chrome Version: 56.0.2914.0 (Official Build)a081fcfbc7471a6681142d49491b82f7b8402851-refs/heads/master@{#430837} 64-bit.
OS: Mac OS X (10.10.5, 10.11.4)

Steps:
1. Launch chrome and navigate to chrome://md-settings
2. Right click on the web page, select 'Inspect' >> Dock to right and toggle to device mode.
3. Click any of the drop down menu (Font size / Page zoom / Search engine) and observe the position of the drop down menu.

Actual: Drop down menu is misaligned.

Expected: Drop down menu should be in proper position.

This is a regression issue broken in M-55, will soon update other info.

Manual Regression Range:
Good Build: 55.0.2880.0 
Bad Build: 55.0.2882.0

Note: Issue is mac specific, not seen in linux and windows OS.

Using the per-revision bisect providing the bisect results,
Good Build: 55.0.2880.0 (Revision : 422654)
Bad Build: 55.0.2882.0 (Revision : 423378)

You are probably looking for a change made after 422954 (known good), but no later than 422955 (first known bad).

This seems like a blink bug, it happens on any <select> not just in MD Settings, for example https://jsfiddle.net/h4tc7hpL/.

Able to reproduce the issue on Mac 10.11.6 using latest canary #56.0.2923.0.

This is actually a long standing problem tracked in  issue 458252 . It's not specific to dev tools, the problem can be seen just by pinch-zooming in. I' got a fix on the way.
