Regression : ChromeVox(spoken feedback) is not working

Version:56.0.2907.0/8972.0.0 dev-channel Gnawty,Peppy and Blaze
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Click on Uber Tray
(2)Click Accessibility -> Now Select ChromeVox(spoken feedback)  option -> try to check / uncheck  any option in chrome://settings and observe 


Expected: After Enabling ChromeVox(spoken feedback) option it should pronunce on every action
Actual: Instead ChromeVox(spoken feedback) is not working

This is Regression issue as it is working fine in 56.0.2910.0/8969.0.0

 Chromevox [Spoken feedback] is working fine in M55: 55.0.2883.42/8872.45.0 Beta-Channel Peach-Pit, Jerry and Daisy. (It's pronouncing everything as expected on doing every tab operation)

Do you see issues on other webpages like Google, Facebook, Wikipedia, or just chrome://settings?

Is it possible the issue is only with chrome://settings?

Can you bisect within M56? I'm wondering if this is because chrome://md-settings became the default and accessibility for that is broken
