ISO 8859-1 (Latin 1) missing from list of encodings

Issue description

Version: 54.0.2840.90 (64-bit)
OS: Ubuntu

What steps will reproduce the problem?
Select More Tools > Encoding from the menu.

What is the expected result?
An option to force chrome to display the page using ISO 8859-1.

What happens instead?
No such option. The closest encoding is "Western (ISO 8859-15)"
