Regression: [MD Settings] Focus issue is seen under language section.

Issue description

Chrome Version: 56.0.2913.0 (Official Build)75d01e1f338c8a452f7d9aa80c2bfa463c0ce4f0-refs/heads/master@{#430459} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings page and go to 'Language' section.
2. Click on iron-icon of "English (United States)" language to open the menu list.
3. Now, press the 'Tab' key from keyboard and observe the focus.

On pressing 'Tab' key, Unnecessary focus seen on iron-icon of "English (United States)" language.
On pressing 'Tab' key, Focus should move to next option ('RELAUNCH' button).

This is a regression issue, broken in M-56 series, below manual regression range.

Good build: 56.0.2907.0
Bad build: 56.0.2908.0

At  issue 659567 , a decision was made to return focus to the anchor element (the element that was clicked to open the menu), when the menu is closed.
