What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/appearance
2. Now click on page zoom drop down list and zoom in the page to 500%
3. Now click on menu icon to open 'Paper drawer panel' and then click outside anywhere to close it,observe

Actual: Paper drawer panel doesn't close after clicking anywhere outside it when page zoomed to 500%
Expected: Paper drawer panel should close after clicking anywhere outside it when page zoomed to 500%

This is regression issue, broken in ‘M 53’ and below is manual regression and narrow bisect info:
Good build : 53.0.2774.0
Bad build : 53.0.2776.0
