Regression: PDF page dose not get open after adding 'PDF Viewer' extension.

OS:OS:Windows(7,8,10), Mac(10.10.5,10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url
(2) Add PDF Viewer extension from web store then come back to pdf page and observe.

Actual: PDF page dose not get open after adding PDF Viewer extension.

Expected: PDF page should get open after adding PDF Viewer extension.

This is a regression issue, broken in 'M-54', will soon update the other info:

Good Build: 54.0.2838.0
