Network should have lower default minimum time.

Issue description

Right now network panel has a default of 1 second for requests for the timelines. We should make it less than 1 second... maybe 100ms. This will allow users to see more accurate break down of requests when their page is already under 1 second.

[Devtools] Network Now has 100ms minimum rather than 1s for timelines

This patch sets the Network Overview and Waterfall caluclators to now
have a default of 100ms minimum time rather than 1 second minimum time.
