Watch for disappearing files |

Issue descriptionWe see diff update failures that seem to indicate that the original archive is missing. This is completely unexpected, unless other software is deleting it. How about we have Chrome monitor the directory holding the archive and report via UMA if it suddenly disappears? I wonder what we would learn.

A simple beginning would be to just report the presence/absence of files of interest sometime after browser startup.
