Issue descriptionCurrently we IPC directly to the RDH which talks to the resource scheduler. In the new design, we should talk directly to the mojom::URLLoader (mojo async resource handler).

Yep! I am also hoping we can batch these IPCs soon after the mojo transition, as the new resource prioritization API that rdsmith@ is working on will require lots of messages coming from Blink all at once.
