Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2906.0 Safari/537.36 Platform: 8743.76.0 (Official Build) stable-channel veyron_mickey Steps to reproduce the problem: 1. Make sure the Camera app is not opened in ChromeOS 2. Try to use a media stream for a webcam like this on a Chromebit: https://pixlcore.com/demos/webcamjs/demos/basic.html 3. Browser slows down, stream turns black after a certain time What is the expected behavior? The media stream should work properly after the camera is allowed by the user. What went wrong? It seems like the browser is not able to access the webcam unless the Camera app is opened. As soon as we start the Camera app, the webcam works as expected in the browser. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 54.0.2840.79 Channel: stable OS Version: armv7l 8743.76.0 Flash Version: 23.0.0.185-r1 Works as expected if we use Flash. Only noticed the problem on a Chromebit with a webcam plugged into it. I don't have the same problem on my Chromebook. Tried multiple Chromebits, tried different webcams, the result is always the same; doesn't work unless the Camera app is opened

+kalin to check why Camera app is required to use external camera on Chromebit? +vsuley in case this is not a platform issue, we should dig in further.

Assigning it to Kalin for initial investigation in case this is a platform issue.

Chromebit veyron_mickey tested with build 8743.76.0 / 54.0.2840.79 Camera, mouse and keyboard plugged through USB hub. Unable to reproduce. Camera feed shows correctly on the page from the URL in the opening message. Screenshot: https://screenshot.googleplex.com/OCzreqWR2tL

Hmmm, if it helps, the webcam we're trying to use is this model: https://www.amazon.ca/gp/product/B015X1UF1O I would understand if it didn't work at all, but the fact that it works when we open the Camera app is what I find weird. The webcam is also plugged through a USB hub, along with a touchscreen (no keyboard or mouse). We also tried with an old Logitech webcam but I don't remember the model (and don't have it with me).
