Incorrect rendering of SVG background when border-radius applied to element

Reported by ted...@gmail.com, Nov 8 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.87 Safari/537.36

Steps to reproduce the problem:
1. Create a div element with SVG background-image
2. Apply border-radius of 50% to this element
3. The SVG background is now repeated multiple times

Please see http://codepen.io/anon/pen/GNJaRO for example code

What is the expected behavior?
SVG background should render according to background properties (for example, resize to fill the element)

What went wrong?
SVG background is rendered incorrectly and does not follow 'background-repeat', 'background-sizing' CSS properties

Did this work before? N/A

Does this work in other browsers? No
Also present in Opera 41.0.2353.56 (Windows 8.1)

Chrome version: 54.0.2840.87 Channel: stable

Important note: This is only happening on high-resolution devices (Retina display, 4K monitor), with regular monitor this renders as expected.

Not seeing this on a Macbook with Retina display, Chrome 56.0.2913.0 nor M55. Test team please verify issue is fixed.

ted451@, could you please try Chrome Canary to verify.

This appears to be working as expected in Canary, thanks!

Thanks very much for the quick response. Due to the risk of breaking an existing release, we will not be identifying the fix and applying it to M54. M55 seems to be working as expected so we'll wait until that rolls out to have the fix to everyone.
