Chrome translating web pages into languages I don't speak and translating when I turned off translation

(1) Go to web page (2) See it translated to some random language. What is the expected result? That Chrome doesn't translate the webpage to some random language I don't understand! What happens instead? Page gets translated to something like Spanish or French. Please provide any additional information below. Attach a screenshot if possible. I've disabled all of the translation features too. See attachments.

Chrome is not translating here. Instead, the web page itself has inserted that translate bar, and auto-translated for you. Why Spanish? Because the link you are using asks for that (the "/es/" part). If you replace that with "en" for English, all works fine. Here's that changed link: http://documentation.caseware.com/2015/WorkingPapers/en/Content/Accounting_and_Assurance/Tax/Canada/GIFI/r_Export_of_Data_to_GIFI_Dialog.htm You can also click the little 'x' on the right of the translate bar, that seems to solve it too.
