[WPT Import] file a bug when the importer detects a new top-level directory |

Issue descriptionWhen a new top-level directory is added to wpt which hasn't previously been added before, we generally want to either find an owner or skip the directory. When importing and a new top-level directory is found, we could possibly: (1) file a bug (2) add a new skip line to some section of W3CImportExpectations This could be done by listing the set of top-level directories in the version being imported, and searching W3CImportExpectations for a [ Pass ] line with that directory. If none is found, then a new [ Skip ] line could be added.
