Wrong KeyboardEvent.key value Ctrl key combinations on non-English keyboard layouts

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/53.0.2785.143 Chrome/53.0.2785.143 Safari/537.36 Steps to reproduce the problem: 1. Select a non-English keyboard layout (e.g. French, German, Italian, Spanish, etc.). 2. Go to https://dvcs.w3.org/hg/d4e/raw-file/tip/key-event-test.html 3. Press the Ctrl key in combination with a key that's differing from the English layout (e.g. Ctrl+z on a German keyboard). What is the expected behavior? KeyboardEvent.key reports the actually pressed key even in a key-combination with the Control key. What went wrong? The reported KeyboardEvent.key property differs from the actually pressed key (e.g. the character 'y' instead of 'z' in the example above). Did this work before? No Does this work in other browsers? Yes Chrome version: 53.0.2785.143 Channel: n/a OS Version: Ubuntu 16.04 Flash Version: Tested to be failing on Chromium 53 and Chrome 55 (beta) on Linux (Ubuntu 16.04), while working as expected on Firefox 49 (Linux Ubuntu 16.04) and Chrome 54 (Windows 7).
