Regression: Focus highlight is not seen on checkbox of the history url after second click.

Chrome Version: 56.0.2913.0 Revision 75d01e1f338c8a452f7d9aa80c2bfa463c0ce4f0-refs/heads/master@{#430459}
OS: Windows(7,8,10), Mac(10.10.5,10.11.4),Linux(14.04 LTS) 

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://history page.
(2) Click near the history url two times and observe.

Actual: Checkbox for the history url gets selected but focus highlight is not seen after second times.

Expected: Focus highlight on checkbox should seen every click.

This is a regression issue, broken in 'M-56', will soon update the other info:

Using the per-revision bisect providing the bisect results,
Good Build: 56.0.2906.0 (Revision :428890)
Bad Build: 56.0.2908.0 (Revision :429486)

You are probably looking for a change made after 429215 (known good), but no later than 429216 (first known bad).
