text-combine-upright should ignore forced line breaks

The spec 9.1.2. Layout Rules defines "ignoring ... any forced line breaks".

What steps will reproduce the problem?
1. Open http://test.csswg.org/harness/test/css-writing-modes-3_dev/single/text-combine-upright-break-inside-001a/format/html5/

What is the expected result?
Test should render the same as "Reference Page" tab.

UserAgentString: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2912.0 Safari/537.36
