Regression: Text input lines of autofill address fields are not visible with page zoom 75%.

Issue description

Chrome Version: 56.0.2913.0 (Official Build) 75d01e1f338c8a452f7d9aa80c2bfa463c0ce4f0-refs/heads/master@{#430459} 32/64 Bit.
OS: Windows (7,8,10)

Steps:
1. Launch chrome, navigate to chrome://md-settings and set 'Page Zoom' to 75% 
2. Now navigate to chrome://md-settings/autofill
3. Click on 'Add address' and observe the overlay.

Actual: Text input lines of address fields are not visible with page zoom 75%.

Expected: Text input lines of all fields should be visible in all zoom levels.

This is a regression issue seen from M-55, will soon update the other info.

Manual Regression range:
Good Build: 55.0.2880.0 
Bad Build: 55.0.2881.0 

Note: Issue is not seen in Mac, Linux OS.

Why are you suspecting r422854? It only changed the dropdown for country selection, which is the only horizontal line that is still visible at 75%.

This is caused by paper-input and paper-textarea, since I can repro on the demo page at https://elements.polymer-project.org/elements/paper-input?view=demo:demo/index.html&active=paper-input.

https://github.com/PolymerElements/paper-input/issues/448 has been closed as WAI.

The conclusion is that div height of 1px can be rounded to 0 becasue of sub-pixel rounding, where as border-bottom 1px seems to never be going down to zero, see example at https://jsfiddle.net/ea2hjbz7/1/.

iron-input/paper-input chose to use a div for the underline, instead of border-bottom, which is a problem for Chrome (but apparently not for all browsers).
