Offline copy of page downloads forever after exiting the fullscreen view of translate one-box

Issue descriptionApplication Version: 56.0.2913.0 Android Build Number: 7.1/NDE63H Device: Google Pixel Steps to reproduce: 1. Launch Chrome 2. Google search 'translate' and enter any text in the translate one-box 3. Download the page offline now, tap on the fullscreen button from translate one-box and open the offline page from the 'downloaded' snackbar 4. Delete the offline copy of the page from Downloads home now 5. Switch back to 1st tab and try saving the page offline again 6. Observe Observed behavior: Offline copy of the page downloads forever Expected behavior: Offline copy of the page should download successfully Frequency: <5/5> Additional comments: This issue is present on latest M55-55.0.2883.42 Last Good Build: 54.0.2840.23 First Bad Buid: 54.0.2840.25 This issue is seen on Android devices ex. This repro's on Canary. If the user navigates away we are getting the page saved, so there is no problem and it does not look like M55 stable blocker. What I suspect is happening is that because we already took a snapshot, tab helper will not try to do it again, and for the time the page is opened, the request is either blocked, or prerender based background loader cannot start offlining. Assigning to dimich for further triage.

Carlos, could you verify that your latest CLs fix this? THe tab helper now can do multiple snapshots I think.

Yes, this seems to be the same issue we had with AMP pages that was already fixed. I tested it with my latest local build and it worked as expected.
