Regression: Color of scroll bar is seen dark even without hovering on it |

Issue descriptionVersion: 56.0.2913.0 dev OS: Windows What steps will reproduce the problem? (1)LAunch chrome and go to chrome://settings or any page with scrollbar and observe color of scrollbar Expected: Only after hovering on scrollbar it should be dark. Actual: Even without hovering dark scrollbar is seen. This is a regression issue broken in M56. Will provide other info soon

Able to reproduce the issue on Mac OS 10.12 using chrome latest Dev-56.0.2913.0 Bisect Information: ------------------------ You are probably looking for a change made after 430380 (known good), but no later than 430381 (first known bad).
