Regression:Unnecessary black border line is seen after scrolling the horizontal scroll bar.

Issue description

Chrome Version:56.0.2912.0 Revision 817f8b49ade74a199d0c83d11a7befb89e1a0ba5-refs/heads/master@{#430205}(32/64 bit)
OS:Windows(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://29a.ch/2010/10/23/html5-water-ripples-demo
(2)Scroll the horizontal scroll bar under 'how it works' section towards extreme right and observe.

Actual: Unnecessary black border line is seen after scrolling the horizontal scroll bar.

Expected: No such black border line should be seen after scrolling the horizontal scroll bar.

This is a regression issue broken in 'M56' and below is the manual regression range.
Good build:  56.0.2891.0
Bad build:   56.0.2894.0

Note: Issue not seen on Mac & Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2891.0 (Revision: 425529).
Bad build: 56.0.2894.0 (Revision: 425838).

You are probably looking for a change made after 425726 (known good), but no later than 425727 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

I could not repro in 56.0.2913.0 Canary, although I could repro in the previous Canary (i.e. 2912 as reported).

I'm not aware of anything that landed yesterday to change the behavior, but I think we wait for the next Canary and the next to see if the fix persists.
Able to reproduce the issue on win10 chrome canary version 56.0.2913.0 and tot 56.0.2914.0 - black border line is seen after scrolling the horizontal scroll bar.

schenney@: Could you please take a look at this. Issue is still reproducible on the latest canary(56.0.2919.0) on Windows-10.

Tested on windows 10 using chrome canary M57 #57.0.2936.1 and issue is not reproduced.

Seems issue got fixed in latest canary .

@vkupte -- Could you please re-check the issue in latest canary and update the thread.

Broken on Win7 57.0.2928.0 (Official Build) canary (64-bit). Potentially same as/related to  http://crbug.com/664904  which also repros with this build.

Fixed on Win7 57.0.2938.0 canary (64-bit), which also fixes  http://crbug.com/664904 .

Still fixed on all versions we can test, including tip of trunk. So marking WontFix.
