Regression: Unwanted scrollbar is seen in dropdown of pdf form

Issue description

Version:  56.0.2912.0 dev
OS: Ubuntu 14.04,Windows

Test URL: http://foersom.com/net/HowTo/data/OoPdfFormExample.pdf

What steps will reproduce the problem?
(1) Launch chrome and go to above pdf form >> Click on "Gender" dropdown or "Favourite colour" dropdown and observe  

Expected: No scollbar should be seen as dropdown is not that long.
Actual: Instead unwanted scrollbar is seen.

This is a regression issue broken in M54.

You are probably looking for a change made after 409770 (known good), but no later than 409771 (first known bad).
