Steps to reproduce the problem:
1. Update to 54.0.2840.87
2. Set start up page to open specific pages
3. Close browser
4. Reopen browser

What is the expected behavior?
Open the pre-defined start up pages

What went wrong?
It open the page before closing instead (if none, the default google tab page)

Chrome version: 54.0.2840.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

I just update the minor version today and this start happening.  It just ignore my setting of opening specific pages and behave like "Continue where you left off"
