GIF file doesn't play on Facebook.com

Issue description

Chrome Version       : 55.0.2883.41
Platform             : 8872.43.0


What steps will reproduce the problem?
(1)  log into facebook.com
(2)  click on a GIF file to run (ex: https://www.facebook.com/search/top/?q=gif%20)


What is the expected result?
The file should be able to run.  

What happens instead?
The gif file isn't playing


Please provide any additional information below. Attach a screenshot if
possible.
Not able to reproduce the issue on 55.0.2883.41/CrOS 8872.43.0- Monroe

Will check the issue on M54-Stoud

Test team, please try to determine if this is device specific. And check desktop platforms to be sure it's not a widespread issue.

It would appear then that the decoders have some issue on those particular boards. Given the lack of CrOS experience among Blink/Skia/Chromium engineers, we would like a contact engineer who has access to the devices and can help with debugging the problem.

A bisect would also be extremely helpful.
