Keyboard Settings / Treat Top Row Keys as Function Keys in Kiosk Mode

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.79 Safari/537.36
Platform: 8743.76.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
1.  Open Kiosk Application example would be vmware blast to connect to a virtual machine
2. currently you have to hit the search key + a number on top of keyboard
3. 

What is the expected behavior?
be able to run this feature in kiosk mode as well as public session.  

What went wrong?
not able to force this feature to end devices that are running kiosk mode via cpanel, and do not have the option to change that in kiosk mode as end user.

option is available in public session as well as standard users and is manageable in public session and standard modes via google admin console (cpanel).

Did this work before? No

OS Version: 8743.76.0
Flash Version: Shockwave Flash 23.0 r0

We currently have deployed over 800 + Chromeboxes most of which use the windows function keys and have to put in the extra key strokes.  If kiosk mode offered the option to push out that configuration it would give a much better end user experience.

The client-side functionality is there. We just do not expose it in CPanel. Over to Raj to decide whether we want to expose this and if so, to drive the process.
Please drive this process.  We plan on implementing over another 2000 Chromeboxes this year and all of them will be using virtual machines in the same process.  Right now they all have to put in key sequences to get the function keys to work properly.  
Can you please provide an update so I can let my leadership know?
