Website popup messages not showing using 2 monitors

Issue description

Version: M55
OS: Windows 10 - 64 bit

Setup : 2 monitors with extended image

What steps will reproduce the problem?
(1) Open Chrome webstore (https://chrome.google.com/webstore/category/extensions)
(2) Click 'Add to Chrome' on the extension

What is the expected output?
User should see pop up displayed by website

What do you see instead?
Pop up is not visible on screen.
It feels as if popup appeared in a wrong part of the screen out of view
Chrome doesn't show popups but they are there. Users can control them with tab and enter.

Workaround
As soon as user changes display settings and return to the option "use just one screen" popup shows correctly in the right place and users can click it.

Unable to reproduce this issue on windows 10 (with dual monitor) with latest chrome beta version 55.0.2883.35.

These are the steps i performed on the both screens.

1. Opened google chrome and go to the extensions.
2. select any selection and click on "ADD TO CHROME"

Observed that on clicking it is displaying a pop up screen on top of chrome browser.

Please look into the attached screen-cast and let us know if any steps are missed in the scenario.

I haven't heard of this before and I was also unable to reproduce it.
I can't seem to repro this either, even with multi-mon DPI.
I have a feeling this has to do with "2 monitors with extended image." What does the "with extended image" mean?

A friendly reminder that M55 Stable is launch is coming soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Thank you!

Also due to Thanksgiving holidays in US, please make sure fix is ready and merged to M55 latest by 5:00 PM PT Friday, 11/18/16 (sooner the better).
