Verbose States: Permissions bubble arrow not aligned to lock on OS X

OS: OS X 10.12.1 Retina 2015 Mac

What steps will reproduce the problem?
(1) Visit a site like permission.site that requests permissions

Expect: Arrow points at lock icon
Actual: Arrow points left of lock

v54 does not repro the problem

Summary: Verbose States: Permissions bubble arrow not aligned to lock on OS X (was: Permissions bubble arrow not aligned to lock on OS X)
This appears to be a regression from change to show text (Verbose States) for the security chip. If I visit chrome://flags/#security-chip and change the setting so the "Secure" label isn't shown, the arrow points directly at the middle of the lock.
