Add policy to set credentials for authenticated proxies

Issue description

Many companies run their traffic through authenticated proxies. This pops up a dialog for Chrome OS users, in some cases even causing functionality to fail (e.g. when SAML SSO is gated behind such proxy).

Proxies can be configured today via CPanel. Ask is to add two additional optional fields to that proxy setting.

Username
Password


 
Note that proxies on Chrome OS can be set via

1. Managed networks
2. User settings
3. Force installed extensions


The scope of this FR is only #1 on Chrome OS.


#2 and #3 as well as #1 on non-Chrome OS platforms can be discussed in separate threads.
