Wrong Time Zone, GMT+4 for 1 January 2016, instead of GMT+2

Issue description
Chrome Version : 53.0.2785.89 m (64-bit)
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Firefox: OK 47.0.1
IE: OK 11.0.9600.18500
What steps will reproduce the problem?
(1) Set system time zone to (UTC+03:00) Istanbul
(2) Open Developer Tools > Console, type `new Date()`, press Enter
(3) Type `new Date(2016, 1, 1)`, press Enter
What is the expected result?
Time Zone should be +2 for "1 January 2016" when Step 3 is executed in Console.
What happens instead?
Time zone is +4 for "1 January 2016"
I have attached 3 screenshots, for each browser, IE, Firefox and Chrome.
Firefox shows UTC time with Z at the end so I also included my local time in Firefox screenshot.
