Issue descriptionso I can run the clang-format script from it currently, when you run the clang-format plugin for vim, you get this error: E370: Could not load library msys-python2.7.dll E263: Sorry, this command is disabled, the Python library could not be loaded.

yes, it's windows. and it's not just vi, but a pretty decent selection of command line tools that comes with msys-git

The version of vi that ships with msysgit is the version that's incidentally included with the releases in https://github.com/git-for-windows/git/releases. We use the installer directly and don't have control over the build of any of the auxiliary tools. We don't currently have the ability to build a custom version of git for windows, but could potentially contemplate this at some point. For now, I would recommend installing your own copy of vi / python ahead of depot_tools on PATH.
