the vi version included in depot_tools should have python support

Issue description

so I can run the clang-format script from it

currently, when you run the clang-format plugin for vim, you get this error:

E370: Could not load library msys-python2.7.dll
E263: Sorry, this command is disabled, the Python library could not be loaded.

 
Haha, why is there a vi in depot tools in the first place?
dunno, cuz it's handy?

There's a copy of vi in depot_tools? I don't see it, do I need to be on windows?

yes, it's windows. and it's not just vi, but a pretty decent selection of command line tools that comes with msys-git

Robbie, any idea how to update the version of vi that comes with msys or who on the team would know? Please reassign as needed.

The version of vi that ships with msysgit is the version that's incidentally included with the releases in https://github.com/git-for-windows/git/releases. We use the installer directly and don't have control over the build of any of the auxiliary tools.

We don't currently have the ability to build a custom version of git for windows, but could potentially contemplate this at some point.

For now, I would recommend installing your own copy of vi / python ahead of depot_tools on PATH.
