Fixed Element Scrolls with the page

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Goto http://www.hogan.com/en_ww/inside-hogan/brand-stories/urban-landscape/#hbuilding
2. Click on Featured Products
3. Scroll down, the Fixed Overlay Layer scroll (css selector, #urbanlandscale_root .ProductsListing__BG)

What is the expected behavior?
The fixed element should not scroll.

What went wrong?
Suddenly after the update to 54.XX the fixed elements started scrolling with the other content.

Did this work before? Yes 53.XXXX

Chrome version: 54.0.2840.71  Channel: n/a
OS Version: 10
Flash Version: Shockwave Flash 23.0 r0

Able to reproduce the issue on win10 chrome version 54.0.2840.99 and Beta 55.0.2883.44 - fixed elements started scrolling with the other content

This is working fine on win dev 56.0.2914.3 and canary 56.0.2915.0

Seems the issue got fixed in later versions. Could you please check the same in latest version and update the thread.

@Dev : Please let me know if a reverse bisect is needed in this case
