Regression:Focus doesn't traverse in proper sequence through the options in cookies section.

Chrome Version: 56.0.2911.0 (Official Build)f902396696551c0a1cac9fd9ad3f9a3faf875aff-refs/heads/master@{#430171} 32/64-bit.
OS:Windows(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/ , click on 'advanced' button.
(2)Click on 'content settings' > cookies section and press 'tab' key
(3)Observe the sequence.

Actual: Focus doesn't traverse in proper sequence through the options in cookies section (i.e it skip 'block third-party cookies' option in flow)

Expected: Focus should traverse in proper sequence through the options in cookies section.

This is a regression issue broken in 'M56' and will soon update other info.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2896.0 (Revision: 426358).
Bad build: 56.0.2897.0 (Revision: 426673).

You are probably looking for a change made after 426535 (known good), but no later than 426536 (first known bad).

Issue is still reproduced on Mac OS 10.11.6 using latest chrome canary M56 #56.0.2922.0. 

@dschuyler-- Could you please look into this.

Tested in latest chrome canary #57.0.2979.0 on Ubuntu 14.04,Mac 10.12.2 & Win 7 and not able to reproduce the issue.
@vkupte: Could you please re-check in latest canary and update.
