Chrome Version: 56.0.2911.0 (Official Build)f902396696551c0a1cac9fd9ad3f9a3faf875aff-refs/heads/master@{#430171} 32/64-bit.
OS: Windows (7,8,10).

What steps will reproduce the problem?
1. Launch chrome and sign in to chrome with valid credentials.
2. Once history is synced navigate to chrome://history page.
3. Click on info-button-icon at top right corner to open message.
4. Now, slowly resize the browser from RHS to its extreme LHS and observe. (Refer video)

On resizing the browser, Unnecessary scroll arrow appears.
No such scroll arrow should seen on resizing the browser.

This is a regression issue, broken in M-55 series, below manual regression range.

Good build: 55.0.2859.0
Bad build: 55.0.2861.0
