Chrome doesn't respect notification settings

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Go to settings, set Notifications to "Do not allow any site to show notifications"
2. Go to any website which want to show notifications
3. Chrome will prompt for permission which it should not have since Notification is stopped for all the website

What is the expected behavior?
Chrome should ignore notification permission from website and don't prompt user for permission.

Since nowadays, too many websites want to send notification, this feature is abused like pop-ups
