Regression: Cursor is lost from search box of chrome://history on zooming and restoring

Issue description

Version: 56.0.2912.0 dev
OS: Windows,Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and go to chrome://history >> Hit F5 to reload page >> Zoom in page till search box hides >> Now hit Ctrl+0 to make zoom deafult and observe for focus in search box

Expected: Cusror should be seen in search box only after restoring zoom to default.
Actual: Instead focus is lost in search box.

This is a regression issue broken in M55.

Able to reproduce the issue on Mac OS 10.12 using chrome latest Dev M56-56.0.2912.0.

I think this one is working as intended.

We focus the search field on load to make it easy to search immediately after loading the page. Doing things like zooming the page or resizing the window might cause that focus to be lost, and I think that's okay.
