Regression:'Save' button is enable evenafter alert is showing for expired credit card date.

Issue description

Chrome Version:56.0.2911.0 (Official Build) f902396696551c0a1cac9fd9ad3f9a3faf875aff-refs/heads/master@{#430171}
OS : Mac(10.10.5, 10.11.4, 10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/autofill
2. Click on 'Add credit card' link and then click on drop down list of month.
3. Select previous month such that alert is shown and observe 'Save' button.

Actual: 'Save' button is enabled evenafter alert is showing for expired credit card date.
Expected:'Save' button should be disabled after alert message is shown for expired credit card date.

This is regression issue, broken in 'M 56' and below is manual bisect:
Good build:56.0.2909.0
Bad build:56.0.2910.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2909.0 (Revision: 429737).
Bad build: 56.0.2910.0 (Revision: 430103).

You are probably looking for a change made after 429930 (known good), but no later than 429931 (first known bad).

Issue is still reproduced on Mac OS 10.11.6 using latest Chrome canary M56 #56.0.2922.0 .
