Regression: Unnecessary tool-tip of print icon is seen after saving any PDF file to google drive.

Issue description

Version: 56.0.2910.0/8966.0.0 dev-channel Glimmer,Spring,Paine.
OS: Chrome-OS

Test url's: 
1. http://www.cbu.edu.zm/downloads/pdf-sample.pdf
2. http://www.pdf995.com/samples/pdf.pdf

What steps will reproduce the problem?
(1)Launch Chrome>>Open any PDF file and click on print.
(2)Change destination to "Save to Google Drive">>Click on save and don't move the mouse pointer 
(3)Now observe unnecessary tool-tip of print icon is displayed after the file gets saved(Please refer video)

Expected: No such tool-tip should be displayed after saving the PDF file to google drive.
Actual: Instead  Unnecessary tool-tip of print icon is seen after saving any PDF file to google drive.

This is Regression issue as no such tool tip is seen after saving PDF file to google drive in 45.0.2439.3/7209.0.0 Alex.

This still needs a bisect. Also, is this a ChromeOS only bug?
thestig@ Sorry. weifangsun assigned to you on my suggestion. groby@ had mentioned that you were taking on print UI.  Is that not correct?

No idea if this is Chrome OS only.
No worries. I think this is more of a PDF bug, which still might land in my lap. Though the PDF viewer depends on many components, so I would wait for the bisect before assigning the bug.

Able to repro on latest dev# 57.0.2984.0/9200.0.0 Glimmer.

Repro steps:

Note: Issue is not seen when print is given using Ctrl+p shortcut key.

@thestig, can you either assign to someone who can perform a bisect, take a look, or WontFix? We're trying to avoid having bugs sit untriaged.

@jbanavatu -- this is an extremely minor Pri-3 issue, so it may very well get WontFix'd because we don't have the time to address it.

Able to reproduce this issue on Windows 10 using chrome version 62.0.3174.1 Canary.

Bisect info:

Since this is reproducing on ChromeOS (and Linux) and my change was only on Windows this wouldn't be the bisected change in question. It does seem related to the input event not getting to the plugin after the print dialog is dismissed since it still believes the mouse position is in the old location where the user clicked the print button that is why the tooltip is displaying.
