Regression : Volume Icon action is not proper on Increasing and Decreasing the Volume in Uber Tray.

Version: 56.0.2910.0/8966.0.0 dev-channel Spring,Glimmer and Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to User->Click on Uber tray and go to the volume slider
(2)Now try to Increase or decrease the Volume and observe Volume Icon(Please refer Video)

Expected: Volume Icon action should be proper on Increasing and Decreasing the Volume 
Actual: Instead Volume Icon action is not proper

Note: On Increasing or decreasing the volume immediate action is not seen for Volume Icon but on opening Uber Tray for second time proper action is seen

This is Regression Issue as same is working fine in 45.0.2439.3/7209.0.0 Alex

It appears that when clicking the slider, the icon updates based on the previous position of the slider instead of the new position.
