Regression : Unable to click 'Enter Passphrase' link in chrome://settings

Version: 56.0.2910.0/8966.0.0 dev-channel Spring,Glimmer and Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user which has Sync Passphrase ->Do not enter Sync Passphrase details i.e. Don't click 'Update sync passphrase' link at Notification
(2)Now go to chrome://settings page ->At 'People' section click on 'Enter Passphrase' link and observe(Please refer Video)

Expected: On clicking 'Enter Passphrase' link 'Advanced sync settings' overlay Should be seen to enter 'Passphrase'
Actual: Instead unable to click 'Enter Passphrase' link

This is Regression Issue as same is working fine in 45.0.2439.3/7209.0.0 Alex

This is Regression Issue as same is working fine in 56.0.2905.0/8949.0.0 Wolf

I could not reproduce this on ToT. Did clicking on 'Advanced sync settings' work?

Please also re-verify on the latest 56 build.

As per comment # 4 verified Issue on latest M-56(56.0.2924.3/9000.4.0)
Unable to repro the issue.And yes on clicking 'Advanced sync settings' button overlay is seen
