Use url.mojom.Url in ProvisionFetcher mojo interface.

Currently, ProvisionFetcher::Retrieve passes the |default_url| parameter as a string. This should be passed as a url.mojom.Url (see https://cs.chromium.org/chromium/src/url/mojo/url.mojom).
