Bookmark folders block other bookmark folders on bookmark bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Click on folder on bookmark bar.
2. Bookmark folder, if containing more bookmarks than screen height can support, opens to the side.
3. Attempt to do anything that would involve the covered folder(s), such as dragging bookmarks to move them, or click on the right one if you miss-clicked.

What is the expected behavior?
Bookmarks in a folder don't block another folder on the bar.

What went wrong?
Bookmarks in the folder cover additional folders on screen.

Did this work before? Yes Prior to 21.0.1180.75m

Chrome version: 54.0.2840.71  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Deleting a bookmark in the folder in question fixes the problem until the folder is closed, in which case this 4 year standing feature bug returns.
 
I suspect someone with powers will probably just shelf this as duplicate to https://bugs.chromium.org/p/chromium/issues/detail?id=145126 (so here's the link to ease your job), but also proves that some people still want you to fix this stupid bug you introduced in Chrome 21, and has carried on through Chrome 54.

Gentle ping .. Any update on this issue ?
Still an issue in 55, but considering that the bug page I linked was closed in 2012 as a "won't fix" (meaning the problem has been known for 30+ versions now without an intent to ever fix the problem), I am not holding my breath on an actual fix.

Able to reproduce this issue on Windows 7, Mac 10.12.2 & ubuntu 14.04 with Chrome stable-55.0.2883.87 and Canary version-57.0.2963.0.

This is non regression issue observed from M30 builds .

Hence marking it as 'Untriaged'.

Over a year later, still an issue in Chrome 63.
