VPx decoding isn't supported before Windows 10 anniversary update

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.87 Safari/537.36

Example URL:
youtube.com

Steps to reproduce the problem:
1. load chrome://gpu/
2. verify VPX gpu acceleration is disabled
3. watch a youtube video at 4k with high cpu usage

What is the expected behavior?
vpx acceleration to be enabled on high end gpu's

What went wrong?
It is disabled due to chrome developers incorrectly forcing software mode.

Did this work before? Yes not sure

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

Chrome version: 54.0.2840.87  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 23.0 r0

Seems the bug that blocks windows 8.1 is marked as private https://bugs.chromium.org/p/chromium/issues/detail?id=616318

Does this actually work in other browsers prior to RS1? I don't think it does. Edge won't use hardware acceleration either on older versions. I don't even know if Firefox has accelerated VPX support yet.

We can't use the MS VP9 MFT before widnows 10 anniversary update.

Yes it works on Windows 8.1

It may not have been in win 10 before the update, but it is in windows 8.1.
