md-settings for flash are confusing

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2906.0 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings/content/flash
2. Check the first option: Block sites from running Flash, for which the slider is put to disabled
3. Try blocking flash by default by changing the slider
4. Now this option states: Allow sites to run Flash

What is the expected behavior?

What went wrong?
Text to indicate the value of the slider changes as a result of its value. As a result, the UI always indicates that flash is running > This is confusing

Did this work before? N/A 

Chrome version: 56.0.2906.0  Channel: dev
OS Version: Ubuntu 14.04
Flash Version:
 
Similar issue exists on chrome://settings/content/popups, chrome://settings/content/backgroundSync and many others

Tested the same on Linux chrome version 56.0.2906.0 by navigating to chrome://md-settings/content/flash observed by default the page as shown in the screenshot

Could you please let us know where did you find the option Block sites from running Flash for further investigation

Tested in chrome dev #56.0.2924.3 and able to see the content in flash.Please find the screen shot for reference. As per observation it is not a issue, It's a new feature which got added under MD-Settings.

Requesting some one from Proj-MaterialDesign team to look in to it for more updates.Making the status to Untriaged so that the issue would get addressed.
