hterm: new chome OS Ctrl+Shift+<space> keymap switch is ignored

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.96.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.154 Safari/537.36
Platform: 8530.96.0 (Official Build) stable-channel gandof

Steps to reproduce the problem:
1. Connect with hterm to some host
2. press Ctrl+Shift+<Space>
3. try to enter any symbol from keyboard

What is the expected behavior?
Keymap switched according to the language settings and console show characters from the alternate keymap

What went wrong?
Keymap switch is ignored with Hterm active. Showed as US in tray, and entered characters are all latin.

Crosh works fine, but requires developer mode for the ssh client.
