[REGRESSION] Can't open any PDF file locally

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Example URL:
any local PDF file

Steps to reproduce the problem:
1. open a LOCAL pdf file

For example download this one: http://www.3cx.com/phone-system/3CXPhoneSystem_brochure.pdf

Since you guys usually don't read bug reports very carefully, I stress this once more: DOWNLOAD the file and OPEN IT FROM THE LOCAL FILESYSTEM.

This is just a random example pdf file, I have tried with a ton others with the same results

What is the expected behavior?
should display the contents of the pdf file

What went wrong?
It just shows a dark grey background.

The same file, if opened from an online url directly, works fine.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes I don't know, pretty recently I think

Does this work in other browsers? Yes

Chrome version: 53.0.2785.143  Channel: n/a
OS Version: ubuntu
Flash Version: Shockwave Flash 23.0 r0

Forgot to mention: obviously the local pdf files work fine in Document Viewer, and also in Firefox.

Works fine for me; tried in 54.0.2840.90.

teo8976@ can you please update to 54.* and let us know what the result is?

bug reporter: It may also help to know if this is Chromium or Google Chrome.

It would also be nice if the tone of the bug report was more friendly. Not sure who "you guys" refers to exactly, and what happened on previous bug report(s) that frustrated you, but AFAIK, you and I are on friendly terms, so can we treat each other accordingly?
Also works for me.

Another question: You can load the sample URL directly, right? Does it open in the Chrome PDF Viewer, or are you using another PDF Viewer like https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm ?

Seems to work on 54.0.2840.50 beta.
It's Google Chrome.

That's funny: I used to be able to, and I just did again like a minute ago. Now I'm trying to open it again, and there's no way. Even after restarting Chrome. This is on 53.0.2785.143 as in the original report.

So now I wonder:
- perhaps it doesn't depend on whether I open it locally or from the url, but on some other unpredictable condition
- who knows if the same is true about it working on 54.0.2840.50 beta and not on 53.0.2785.143

I open it in Chrome and I have no other viewer extension installed. So I guess it's "the Chrome PDF Viewer".
I tried 53.0.2785.143 and it loads fine here. Maybe you can try running Chrome from the command line, load the PDF, watch it fail and see if there are any unusual error messages. Maybe try a different user profile and see if that makes a difference?

BTW, your Chrome versions seem to be a bit behind. Stable channel is current 54.0.2840.90 and beta channel is 55.0.2883.35.
