Replace IDS_SYNC_LOGIN_INFO_OUT_OF_DATE_IOS with a permanent fix

https://codereview.chromium.org/2457483002 deleted IDS_SYNC_LOGIN_INFO_OUT_OF_DATE, which is still used downstream by chrome/browser/ui/authentication/re_signin_infobar_delegate.mm and chrome/browser/ui/sync/sync_util.mm.

The upstream replacement for this string looked complicated, so I didn't try to replicate it in a merge.  We should decide if iOS also needs to implement the desktop changes.

Thanks for doing the change. We don't want to replicate the Desktop changes and we want to keep this string on iOS. Closing.
