milo: when logged out and build is internal, display sign in link

What steps will reproduce the problem?
(1) Logout of Milo
(2) Open an internal page, e.g. https://luci-milo.appspot.com/buildbot/chromeos/strago-paladin/5422

What is the expected output?
an HTML page that says that build is not found and provides a Sign in link

What do you see instead?
non-HTML page that says that that build is not found

not urgent because we target public builds in the current milestone
