render throttling of offscreen frames probably shouldn't tick once

Issue description

At the moment, they always tick once. Unless we find this is necessary for web compat, I think we should drop that behavior. It makes for a confusing message to web developers about what they can expect from when requestAnimationFrame fires.

I'd suggest waiting until M56 branches to experiment with this. In particular, that would let us test the timer throttling in M56 and this change to render throttling in M57 to avoid confusing diagnosis of bugs.

Sounds basically fine, but I'm wondering how we should reconcile this with IntersectionObserver? It doesn't seem like we want to start running arbitrary JS observer callbacks *during* layout, or do we?
